What is it with music videos that end with a “to be continued”, but the artist never releases a second part?

Perhaps the artist had the best intentions to follow it up with a sequel, but a change in directors or record label budget gets in the way. It could also be that they lose enthusiasm for the idea or they only intended to create intrigue without ever continuing where their last video left off.
